You might get away with it if there are no other transmitters at the 421.25 
site.  If there are, then you need a bandpass filter, not necessarily a VSB 
filter,  to reject the other transmitters to prevent the intermod generation 
in the final of the 421.25 transmitter.  In my portable ATV repeater I use 
two pole band pass filters that are about 12 MHz wide in the belief that 
there will be no other 70cm or 33cm transmitters close enough by to generate 
intermod or overload.

The other consideration on going to split sites is the beam pattern of the 
users.  If too far appart, they would have to use omni's or swing their 
antennas back and forth between transmit and receive to the repeater.
