[HATS] ATV repeater - video processing

Hi folks,
Maybe there are some repeater operators out there
who can comment and make suggestions about the
following:
On any ATV repeater there are a wide variety of
users with different signal strengths, picture
quality, transmitter adjustments like sync level,
white level as well as those with "tuning tool
fever" who can never make it look the same twice.
In an effort to always keep the output of our
repeater stable, with industry standard sync,
black setup and white levels (hey I'm not even
going to try for color!) I am considering using
a frame synchronizer or TBC between the receivers
and the repeater TX. There are a wide variety of
these things on the used market now that broadcasters
and post production houses are going digital.
Has anyone had any experience with these in terms
of which one might be the most forgiving in terms
of input video quality and produce the most
acceptable output?
Any experience appreciated, including suggestions
of other forums where I could ask this question.
