[BLT] Rice Ozone Balloon Update for TODAY

Greetings!

Today's "hopeful" launch time is 1 PM.  I will be calling Gary at Noon to
check the status.  They get poor results when launching into building
Cumulus clouds or rain, thus there is the possibility of delay or even
cancellation for the day's flight.

Tune in 146.70 around Noon.  I will either be on the road to Rice or Academy
at that time - depending on what Gary says...
