Yes, here we go again.  I think most all the problems you would hear about that involve interference from repeater to repeater (or auxiliary to auxiliary)
would be resolved if the "coordinator" followed the FCC's definition of this term.  See the discussion on my web page, URL below.

Problems like this from within the amateur ranks can be as bad as proposed take-overs of amateur bands by commercial interests.  Sometimes this involves the
idea that entire bands can be so crowded out by narrow band FM that ATV emission types can not exist anywhere on a band.  At other times it involves the idea
that it would be possible to "coordinate" a narrow band auxiliary on top of an input or output of an ATV repeater.  Neither situation meets with the FCC's
definition of a "frequency coordinator."  Yet it seems there are people who claim to be "frequency coordinators," and who even ask for remuneration for
performing this function, who refuse to follow the rules.  If you run into one of them, be aware that I am available to help draft complaint(s) to the office
of Riley Hollingsworth.

On the other hand, where frequencies are not used by anyone, it is reasonable to operate a transmitter.  There will be no interference, and no issue.  Just be
aware of the rights of other amateurs who may want to operate ATV emission types, or other emission types, in the future.  Following the ARRL's band plan
should avoid this problem.  If the portions of the band that are historically used for ATV are vacant in an area, the portions of the band historically used
for narrow band may have vacant bandwidth, as well.
