I'm not in Reliants area but someone should get a written statement of that
policy and send it to the FCC. I expect the FCC would drop on them like a
few tons of bricks since the regulations are that power companies shouldn't
be generating RFI.
Consider if an emergency vehicle couldn't communicate at a location because
of power line RFI.
