I found the article I mentioned today at the meeting.  It is "My All-Purpose Voltage Booster" by Sam Ulbing, N4UAU.  It 
was in QST, July 1997 on pages 40 to 43. It looks like it is capable of 1 amp at about 13-14 volts.  One small problem.  
Sam has already published a kit for this thing at $21.  I don't know what the ethics of redoing this without his permission.
